vps executive employment policy handbook
The Victorian Public Service Executive Employment Handbook provides details about the Government's executive employment policy. Executive employment in the VPS is subject to the provisions of Part 3, Division 5 of the Public Administration Act.
The handbook:
- assists public sector agencies in the management of executive contracts of employment, executive remuneration and employment matters
- provides executives with information about executive remuneration and employment conditions
- informs people contemplating entering the Senior Executive Service about employment conditions.
The handbook also outlines government policy and the choices available to executives in relation to superannuation. Superannuation is a complex area and the handbook does not attempt to provide advice for individuals. Additional information about superannuation is available on this website.
proforma executive contract
A proforma for a standard executive contract has been developed for use by VPS departments and agencies, and other organisations, when employing executives under the Public Administration Act.
The standard executive contract of employment contains details of the employment arrangements for executives including remuneration and superannuation, bonus opportunity, termination and leave. All executives and those people contemplating executive employment should familiarise themselves with the provisions of the contract.
vehicle costing methodology
The Vehicle Costing Methodology is used to calculate the cost of a motor vehicle in an executive’s total remuneration package.
To calculate the cost to an individual’s package, you can use the Executive Vehicle - Cost To Package Calculator. This calculator is effective from 1 February 2010 and replaces all previous versions. You can also view a sample calculation.
You can also view the Victorian Public Service Executive Employment Handbook (Appendix J) for more details on executive vehicle cost to package and definitions.
research commissioned by the authority
As part of the 2006 review, the Authority commissioned a research paper of the public sector executive labour market. The research was undertaken by the School of Management at RMIT University and examined developments in the public and private sector labour markets over the last two decades. The research is presented in the publication, Public Sector Reforms and Public-Private Executive Labour Markets: Public Service for Private Reward?
