Systems & Organisational Reviews

Each day Victorians use public services that are financed by, or are the responsibility of, the Victorian Government. All these services are delivered by organisations and staff that comprise the Victorian public sector - effectively a 'big business' with an annual budget of $35 billion. Critical services such as public hospitals, schools and TAFE institutes; the police, courts and corrections system; as well as major roads and public transport, represent the most visible areas of public sector activity.

The State Services Authority strives to improve the delivery and integration of government services and strengthen the professionalism and adaptability of the public sector. The Authority does this by conducting reviews that are referred to the Authority pursuant to the Public Administration Act 2004 (PDFPDF 569KB) or as part of the Authority's approved work plan.

Under the Act, the Authority may undertake three types of reviews:

system reviews

The Premier may direct, and Ministers or a responsible public service body head may request, that the Authority undertake a systems review into management systems, structures or processes in a public service body, or public entity. The review may also include functional relationships between two or more bodies/classes of bodies. The resulting report is provided to the person who requested the review.

special inquiries

The Premier may direct the Authority to conduct a special inquiry into any matter relating to a public service body, public entity or special body. The Authority must conduct the special inquiry and the resulting report must be tabled in Parliament.

special reviews

The Premier may direct the Authority to conduct a special review into any matter relating to a public service body or public entity. The Authority must conduct the special review and provide a report to the Premier and responsible Minister.
