Knowledge Management

The State Services Authority (the Authority) aims to identify, create, and distribute knowledge. This is done to support its work of continually improving service delivery standards, governance and workforce development in the Victorian public sector.

Each year the Authority gathers a large amount of information about public sector employees through surveys and data collections.

workforce data collection

The Workforce Data Collection is an annual census which collects demographic and other information from all public sector employing organisations about their employees.

The Authority’s aim is to provide information to the wider Victorian public sector as a foundation for decision making, rather than simply collecting of data for the sake of it.

Information collected by the Authority on the wider public sector is presented in the The State of the Public Sector in Victoria report. The Authority provides public sector organisations with their own individual benchmark reports.

workforce analysis and comparison application (waca)

The Authority undertakes a regular data collection of the public sector workforce to assist with policy and planning. The primary tool in doing this is the Workforce Analysis and Comparison Application. Further information on a WACA is available here.

people matter survey

The annual People Matter Survey measures Victorian public sector employees’ perceptions of how well the public sector values and employment principles are applied within their organisation. The survey also gathers useful information on a broad range of people management issues, including levels of job satisfaction and the ways in which organisations, managers and workgroups operate.

The 2008 survey was distributed to a total sample of nearly 50,000 employees in 125 public sector organisations. A total of just under 13,000 questionnaires were completed, resulting in an overall response rate of 27 per cent.

The People Matter Survey 2008 - Main Findings Report (PDFPDF 787KB) provides an overview of the survey results, identifies key positive findings and opportunities for improvement, trends in employee perceptions over time, and the demographic and employment characteristics that impact on employee perceptions. The Authority provides participating organisations with their own individual benchmark reports.

A high level summary of the survey’s results is also reported in the annual The State of the Public Sector in Victoria report.

public sector agency survey

The Public Sector Agency Survey measured the efforts of public sector organisations in applying and promoting the public sector values and employment principles. The survey involved a self-assessment questionnaire.

In 2008, this survey was replaced by a qualitative research project involving a small number of public sector agencies. Interviews were conducted with senior public sector leaders and managers from eight organisations across the Victorian public sector about the public sector values and employment principles.

The main themes of the interviews are described in the Values Report – Final Report of the Public Sector Agency Research Project 2008 (PDFPDF 307KB).
